Makes technical changes to various provisions of law regarding individuals with exceptional needs and special education and related services to conform to the new federal regulations, updates cross-references, and makes other clarifying changes.

The Superintendent of Public Instruction is sponsoring this bill to align California law to comply with the revisions made to the federal IDEA and subsequent federal regulatory changes.The reauthorized federal IDEA became effective July 1, 2005, and on August 14, 2006, the United States Department of Education published the final regulations to implement IDEA. This bill only contains the technical changes that are necessary to conform to the regulations. AB 1663 (Evans) of 2007 contains substantive policy changes that would align state law with federal revisions.
