ASSEMBLY BILL 1708 (MURRAY – 1993)

CHAPTER 924, STATUTES OF 1993, AB 1708

Some bill research does not include the Governor's file because at the time we researched the bill, the sitting Governor had not released his chaptered bill file. If the Governor's file is not included with this particular research, please contact our office (1-530-666-1917 or quote@legintent.com) and we will be happy to provide this file at no charge if it is available. Please Note: Governor files did not exist prior to 1943.

As enacted in 1993, Assembly Bill 1708 affected numerous sections of the Education Cod and added section 3540.2 to the Government Code, relating to local education financing.  (See Exhibit #1h)  Assembly Bill 1708 was introduced on March 4, 1993 by Assembly member Jack O’Connell, who was replaced as author on September 2, 1993 by Assembly member Willard H. Murray.  (See Exhibits #1a and #1e)

Assembly Bill 1708 was assigned to the Assembly Committee on Education and the Senate Committee on Education where policy issues raised by the bill were considered.  (See Exhibits #3 and #8)  The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations and the Senate Committee on Appropriations.  (See Exhibits #5 and #10)  Six amendments were made to Assembly Bill 1708.  (See Exhibits #1b through #1g)  Subsequent to legislative approval, former Governor Pete Wilson signed the bill on October 7, 1993, and it was recorded by the Secretary of State the following day as Chapter 924 of the Statutes of 1993.  (See Exhibits #1h and #2)

The Third Reading analysis of the bill as last amended that was produced by the Office of Senate Floor Analyses described the bill as follows:

This bill would (1) increase the amount of the state’s loan to the Compton Unified School District (CUSD) by 9.4 million, and (2) modify some of the state and county office of education fiscal control sections of the Education Code for all school districts.
