October 2010 Federal Bills

In October, during the last month of the 2010 election campaign season, federal legislation continued to be passed by Congress and sent to the President for his signature.  Below are a few of the bills signed in October by President Obama: 

•    S. 3751, the “Stem Cell Therapeutic and Research Reauthorization Act of 2010,” by Sen. Orrin Hatch, to amend the Stem Cell Therapeutic and Research Act of 2005 to revise the National Cord Blood Inventory Program and extend financial support by this program for an additional five years. [Public Law 111-264]

•    S. 3729, the “National Aeronautics and Space Administration Authorization Act of 2010,” by Sen. John D. Rockefeller, IV, to authorize appropriations for exploration, space operations, science, aeronautics, education, cross-agency support programs, construction and environmental compliance and restoration. [Public Law 111-267]

•    H.R. 3980, the “Redundancy Elimination and Enhanced Performance for Preparedness Grants Act,” by Rep. Henry Cuellar, to amend the Homeland Security Act of 2002 to direct FEMA to submit to the appropriate congressional committees not later than 90 days after this Act's enactment (signed on 10/12/2010) a report that includes: (1) an assessment of redundant reporting requirements imposed by the Administrator on state, local, and tribal governments in connection with the awarding of covered grants; (2) a plan for eliminating any redundant and unnecessary reporting requirements identified; and (3) a plan for promptly developing a set of quantifiable performance measures and metrics to assess the effectiveness of the programs under which the grants are awarded; and to define "covered grants" as homeland security preparedness grants awarded under the Urban Area Security Initiative and the State Homeland Security Grant Program and other grants specified by the Administrator. [Public Law 111-271]

•    S. 1510, the “U.S. Secret Service Uniformed Division Modernization Act of 2010,” by Sen. Joe Lieberman, to transfer statutory entitlements to pay and hours of work for members of the U.S. Secret Service Uniformed Division from laws codified in the D.C. Official Code to the U.S.C. [Public Law 111-282]

•    S. 3802, the “Mount Stevens and Ted Stevens Icefield Designation Act,” by Sen. Lisa Murkowski, to designate a specified unnamed peak in the Alaska Range near Denali Park in Alaska as “Mount Stevens and to designate a specified icefield in the northern Chugach Forest in Alaska as the “Ted Stevens Icefield.” [Public Law 111-284]
