Health and Safety Code section 19827 was amended, and sections 19830, 19831, and 19832 were added to the Health and Safety Code in 1979 following legislative approval of Senate Bill 831. (See Exhibit #1c) Senator Alan Robbins introduced Senate Bill 831 on March 23, 1979 at the request of the Construction Industry Trade Council. (See Exhibits #1a and #10, document PE-5)
Senate Bill 831 was assigned to the Senate Committee on Local Government and the Assembly Committee on Local Government where policy issues raised by the bill were considered. (See Exhibits #2 and #7) The fiscal ramifications of the bill were considered by the Senate Committee on Finance and the Assembly Committee on Ways and Means. (See Exhibits #2 and #9) One amendment was made to Senate Bill 831. (See Exhibits #1b and #2) Subsequent to legislative approval, Governor Edmund G. Brown Jr., signed Senate Bill 831 on September 22, 1979, and it was recorded by the Secretary of State as Chapter 976 of the Statutes of 1979. (See Exhibits #1c and #2)
An Enrolled Bill Memorandum to the Governor described Senate Bill 831 as last amended as follows:
This bill would require cities and counties to provide specified information to building owners regarding building permits.
