Assembly Bill 1391 (Harris – 1983)

As enacted Assembly Bill 1391 amended sections 663a and 1291 of the Code of Civil Procedure and sections 4363.2, 4512, 4550, 4554, 4801, and 4801.5 of the Civil Code.  (See Exhibit #1b)  Assembly member Harris introduced the bill on March 2, 1983 at the request of the Judicial Council.  (See Exhibits #1a; #3, page 2; and #6, page 1)

Assembly Bill 1391 was assigned to both the Assembly and Senate Committees on Judiciary where policy issues raised by the bill were considered.  (See Exhibits #3 and #6) No amendments were made to Assembly Bill 1391 during the legislative process. (See Exhibit #2) Subsequent to legislative approval, Governor George Deukmejian signed the bill on July 16, 1983 and it was recorded by the Secretary of State on that day as Chapter 302 of the Statutes of 1983. (See Exhibits #1b and #2)
