Numerous sections relating to environmental protection and reports were affected in 2004 following legislative approval of Assembly Bill 2701. (See Exhibit #1h) This bill was introduced on February 20, 2004 by Assembly member Sharon Runner at the request of the California Environmental Protection Agency. (See Exhibits #1a and #10a, page 1)
Assembly Bill 2701 was assigned to the Assembly Committee’s on Environmental Safety and Toxic Materials and Natural Resources and the Senate Committee on Environmental Quality where policy issues raised by the bill were considered. (See Exhibits #3, #5 and #8) The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations and the Senate Committee on Appropriations. (See Exhibits #2 and #7) Six amendments were made to Assembly Bill 2701. (See Exhibits #1b through #1g and #2) Subsequent to legislative approval, Governor Arnold Schwarzenegger signed the bill on September 21, 2004, and it was recorded by the Secretary of State as Chapter 644 of the Statutes of 2004. DIGEST: This bill establishes a process for converting reports and other documents state agencies are required to develop and disseminate from paper to electronic means and compact discs and eliminates various outdated reporting requirements and regulatory adoption requirements.
