These bills establish the California Dream Act of 2011. “DREAM” stands for “Development, Relief and Education for Alien Minors”. AB 131 makes nonresident alien students eligible for Cal Grants, institutional aid at the UC and CSU, board of governors fee waivers at the community colleges, and any other state administered programs. Governor Schwarzenegger had vetoed two similar bills in the 2009-2010 Session.  The long list of supporters for this bill included numerous secondary and post-secondary educational institutions, teachers unions, and school districts.
