SENATE BILL 1758 (KOPP – 1994)

Numerous sections from the Vehicle Code were affected in 1994 following legislative passage of Senate Bill 1758.  (See Exhibit #1h)  Senator Quentin L. Kopp introduced the measure on February 24, 1994 on his own initiative.  (See Exhibits #1a and #13)  The California Teamsters Public Affairs Council and the Citizens Rights Commission were among those supporting the legislation.  (See Exhibit #13, page 3)


 


Senate Bill 1758 was assigned to the Senate Committee on Judiciary where policy issues raised by the bill were considered.  (See Exhibit #3)  After approval by that Committee, the Senate Committee on Appropriations examined its fiscal ramifications.  (See Exhibit #5)  The Senate amended the bill on April 14 and May 5, 1994.  (See Exhibits #1b and #1c)  Senate Bill 1758 was approved by the Senate and forwarded to the Assembly on June 2, 1994.  (See Exhibit #2)


 


While in the Assembly, the Committee on Transportation considered the policy issues raised by the bill.  (See Exhibit #8)  Subsequent to approval by that Committee, the measure was assigned to the Assembly Committee on Ways and


Means which examined its fiscal implications.  (See Exhibit #10)  Four amendments were made to Senate Bill 1758 by the Assembly, on June 21,


August 8, August 25 and August 29, 1994.  (See Exhibits #1d through #1g)  The Assembly thereafter approved the bill and returned it to the Senate.  (See Exhibit #2)  The Senate approved the Assembly amendments and forwarded Senate Bill 1758 to Governor Pete Wilson, who signed the bill on September 30, 1994.  Senate Bill 1758 was enacted as Chapter 1221 of the Statutes of 1994.  (See Exhibits #1h and #2)


 


The Unfinished Business analysis of Senate Bill 1758 as last amended that was prepared by the Office of Senate Floor Analyses described this bill as making “numerous changes to existing law relative to valid California driver’s license.”  (See Exhibit #13, page 1)
