Assembly Bill 2775 (Floyd-1988)

As enacted Assembly Bill 1775 amended Education Code sections 1240, 33316, and 44421.5.  (See Exhibit #1e)  Assembly member Floyd introduced the bill on January 13, 1988.  (See Exhibit #1a)



Assembly Bill 2775 was assigned to both the Assembly and Senate Committees on Education where policy issues raised by the bill were considered.  (See Exhibits #3 and #8)  The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Appropriations.  (See Exhibits #4 and #2)  Three amendments were made to Assembly Bill 2775.  (See Exhibits #1b through #1d and #2)  Subsequent to legislative approval, Governor George Deukmejian signed the bill on July 8, 1988 and it was recorded by the Secretary of State on that day as Chapter 315 of the Statutes of 1988.  (See Exhibits #1e and #2)



The Third Reading analysis prepared by the Office of Senate Floor Analyses provides the following summary of Assembly Bill 2775 as it was last amended on June 2, 1988:


 


DIGEST: This bill would expand the Commission on Teacher Credenitaling’s options in disciplining a credential holder who prepared false fiscal reports of educational programs.  This bill would also require the Department of Education and county superintendents of schools to report to the CTC instances of false fiscal information discovered during the normal course of duties.
