An act to repeal Chapter 4, comprising sections 3070 to 3091, inclusive, of Division 111 of the Labor Code and to add a new Chapter 4, comprising sections 3070 to 3089, inclusive, thereto, all relating to employer and apprentice following the legislative passage of Assembly Bill 1570 in 1939. (See Exhibit #1e) Assembly member Thomas Maloney, in the business of insurance and representing San Francisco, introduced the bill on January 24, 1939. (See Exhibit #1a and #4)
Assembly Bill 1570 was assigned to the Assembly Committee on Labor and Capitol and the Senate Committee on Labor and Capitol where policy issues raised by the bill were considered. (See Exhibit #2) Three amendments were made to Assembly Bill 1570. (See Exhibits #1b through #1d and #2) Subsequent to legislative approval, Governor Culbert L. Olson signed the bill on May 10, 1939, and it was recorded by the Secretary of State on May 22, 1939 as Chapter 220 of the Statutes of 1939. (See Exhibits #1e and #2)
Legislative Counsel, addressing the substance of Assembly Bill 1570 as introduced stated:
Provides for apprenticeship council, 5 members appointed by governor, two-year terms. Requires council to establish labor standards and specifies other duties.
Makes Director of Industrial Relations ex officio administrator of apprenticeship and specifies duties. Imposes duties on State and local vocational education boards. Provides for joint apprenticeship committees and defines functions.
Defines apprentice Provides for apprenticeship agreements and proceedings re violations of agreements.
