As enacted in 1994, Assembly Bill 2500 amended Penal Code sections 290 and 290.3, and added and repealed Penal Code section 290.4, relating to registration of sex offenders. (See Exhibit #1j) Assembly Member Barbara Alby introduced this legislation on January 12, 1994 at the request of the Attorney General’s Office. (See Exhibit #3, page 10)
Assembly Bill 2500 was assigned to the Assembly Committee on Public Safety and the Senate Committee on Judiciary where policy issues raised by the bill were considered. (See Exhibits #3 and #10) The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Appropriations. (See Exhibits #7 and #12) Eight amendments were made to Assembly Bill 2500. (See Exhibits #1a through #1i and #2) Subsequent to legislative approval, Governor Pete Wilson signed the bill on September 26, 1994, and it was recorded by the Secretary of State the following day as Chapter 867 of the Statutes of 1994. This bill will establish a 900 number through the Department of Justice, to allow the general public to phone in to confirm if a named individual is listed as a convicted sex offender. This bill will also require the Department to maintain, and annually distribute to local law enforcement authorities, a subdirectory of habitual sexual offenders that are a threat to public safety.
