LIS NEWS AND NOTES: Happy 4th of July!

New Laws in effect for July 1. While the default effective date for most legislation is the January 1 following enactment, the Legislature frequently drafts laws with a July 1 effective date. The Sacramento Bee provided a wrap up of some of the bills, including ones that cover workplace protections for babysitters and house cleaners, cancelling subscriptions, drink covers at bars and nightclubs, rules to prevent sales of stolen goods and vacation rental cleaning fees.
Newsom revises CEQA. Speaking of July 1, Governor Newsom signed a flurry of budget related bills before the midnight on June 30 deadline. Senate Bill 131 allocated money to the HHAP Program (Homeless Housing, Assistance, and Prevention) and exempted from CEQA certain housing projects, among other things. There were specific exemptions for new agricultural employee housing projects and disadvantaged community water system projects that do not affect wetlands or sensitive habitats.
In Memoriam. Last month, former Assemblymember Bill Bagley passed away at the age of 97. Legislative Intent Service, Inc. owes its existence to Mr. Bagley. Back in the 1970s, he employed our company’s two founders: Bill Keller and Tom Stallard. While working for this balanced and thoughtful legislator, Bill and Tom learned the ropes of the legislative process. They also discovered that there was a demand from lawyers, legal professionals and librarians to learn more about the intent behind our legislation.
According to Tom, Bill Bagley was “larger than life… almost always cheerful with a smile on his face.”
His obituary included that, “he authored transparency laws such as the California Public Records Act and the Bagley-Keene Open Meeting Act and advocated for civil rights.”
