Numerous sections of the Education Code amended, added and repealed in 1988 by the provisions of Assembly Bill 3403, introduced by Assembly member O'Connell on February 16, 1988 at the request of the Department of Education. (See Exhibits #1 and #12)
Assembly Bill 3403 was assigned to the Assembly and Senate Committees on Education where policy issues raised by the bill were considered. (See Exhibit #3 and #9) On fiscal matters, the bill was considered by the Assembly Committee on Ways and Means and the Senate Committee on Appropriations. (See Exhibit #2 and #5) Assembly Bill 3403 was amended four times while pending in the Assembly and three times while pending in the Senate before being approved by the Legislature on August 31, 1988, signed by former Governor Pete Wilson on September 27, 1988, and recorded by the Secretary of State on September 28th as Chapter 1461 of the Statutes of 1988. The Office of Senate Floor Analyses prepared a Third Reading Analysis of Assembly Bill 3403 as last amended August 22, 1988 in the Senate which digested its provisions stating:
This bill makes numerous substantive, technical and clarifying changes to the Education Code.
Senate Floor Amendments of 8/22/1988 clarify a provision in SB 813 of 1983 (Hart) which permits any school district, with the agreement of the collective bargaining agent, to grant any employee differential credit on the salary schedule for prior years of experience. The amendments make other technical changes.
