Senate Bill 1953 (Alquist – 1994)

In 1994, Health and Safety Code section 18938 was amended and former sections 15097.100, et seq., were added to the Health and Safety Code, precursors to current Health and Safety Code sections 129675 through 130070 on hospital seismic safety, following legislative approval of Senate Bill 1953.  (See Exhibit #1h)  This bill was introduced on February 25, 1994 by Senator Alfred Alquist at the request of the Seismic Safety Commission.  (See Exhibits #1a and #3, page 3)

While before the Senate, the bill was assigned to the Senate Committee on Health and Human Services and the Senate Committee on Appropriations.  (See Exhibits #3 and #5)  The Senate made three amendments to the bill before forwarding it to the Assembly.  (See Exhibits #1b through #1d) 

While in the Assembly, Senate Bill 1953 was heard by the Committee on Health and the Committee on Ways and Means.  (See Exhibits #9 and #11)  Three more amendments were made by the Assembly before returning the bill to the Senate.  (See Exhibits #1e through #1g)  Subsequent to approval by the Senate and Assembly, Governor Pete Wilson signed the bill and it was enacted as Chapter 740 of the Statutes of 1994.  (See Exhibits #1h and #2) 

The Office of Senate Floor Analyses produced an Unfinished Business analysis of Senate Bill 1953 that described this measure as last amended:

DIGEST:  This bill requires the Office of Statewide Health Planning and Development (OSHPD) to promulgate regulations setting seismic safety standards for hospital buildings built prior to enactment of the 1973 Hospital Facilities Seismic Safety Act and would require the OSHPD to conduct compliance inspections.
