As enacted Assembly Bill 2783 amended, enacted, and repealed various sections of the Health and Safety Code and Public Resources Code. (See Exhibit A, #1) Assembly member Byron Sher introduced Assembly Bill 2783 on February 14, 1992 on his own initiative. (See Exhibit A, #1a and #3, page 3)
Assembly Bill 2783 was assigned to the Assembly Committee on Natural Resources for consideration of the policy issues raised by the bill. (See Exhibit A, #3) After approval by that Committee, the Assembly Committee on Ways and Means examined its fiscal ramifications. (See Exhibit A, #5) The Assembly amended the bill on April 21 and May 22, 1992. (See Exhibit A, #1b, #1c, and #2) Assembly Bill 2783 was approved by the Assembly and forwarded to the Senate on May 27, 1992. (See Exhibit A, #2)
While in the Senate, the Committee on Governmental Organization heard the policy issues presented by the bill. (See Exhibit A, #9) Subsequent to approval by that Committee, Assembly Bill 2783 was assigned to the Senate Committee on Appropriations that examined its fiscal implications. (See Exhibit A, #2) Six amendments were made to Assembly Bill 2783 while in the Senate, on June 25, July 7, and August 12, 13, 25, and 28, 1992. (See Exhibit A, #1d through #1i and #2) The Senate voted to pass the bill on August 31, 1992, and it was returned to the Assembly. (See Exhibit A, #2)
The Assembly approved the Senate amendments and forwarded Assembly Bill 2783 to the Governor on September 17, 1992. Governor Pete Wilson signed the bill on September 26, 1992 and it was recorded by the Secretary of State on September 28, 1992 as Chapter 945 of the Statutes of 1992. (See Exhibit A, #1j and #2)
The Third Reading analysis prepared by the Office of Senate Floor Analyses on Assembly Bill 2783 as last amended August 28, 1992 summarizes this legislation stating, in part:
This bill, an urgency measure, is a comprehensive revision of the California Clean Air Act (CCAA), authorized by Chapter 1568/88. It would make various requirements of the Air Resources Board (ARB) including the periodic review and revision, as specified, of criteria for designating air basins attainment or non-attainment, the adoption of control measures on specified classes of mobile sources, and the identification of air basins in which transported pollutants cause ozone standard violations.
