40th Anniversary: Happy New Year! 2014 is a hallmark year for Legislative Intent Service, Inc. because this year represents our 40th year in business. Many of our clients remember our early days from 1974 and still have our old research binders sitting on their office and library shelves. 113th Congress Continues: The Second Session of the 113th Congress convenes this week. This Congress will be addressing issues relating to unemployment benefits, immigration, surveillance, and voting rights, just to name a few. Some of the pending federal legislation addressing the varied positions related to these issues are the following:
Immigration:
- Protecting Immigrants from Legal Exploitation Act of 2013, HR 2936, by Rep. Bill Foster, to provide for punishments for immigration-related fraud and other purposes. Referred to the Subcommittee on Immigration and Border Security.
- Immigration Enforcement Transparency Act, S 260, by Sen. Kirsten Gillibrand, to require the collection of data by officers enforcing immigration law. Referred to the Senate Committee on the Judiciary.
- Immigration Compliance Enforcement (ICE) Act, HR 3732, by Rep. Diane Black, to prohibit the Secretary of Homeland Security from using Federal funds for the position of Public Advocate, or the position of Deputy Assistant Director of Custody Programs and Community Outreach, within U.S. Immigration and Customs Enforcement, and other purposes. Referred to House Committee on the Judiciary.
- DHS Immigration Accountability and Transparency Act of 2013, HR 3611, by Rep. Scott Perry, to require the Secretary of Homeland Security to submit to Congress an annual report on immigration policy directives issued by the Department of Homeland Security, to ensure that each such policy directive is subject to the rule making process described in section 553 of title 5, United States Code. Referred to the House Committee on the Judiciary.
Surveillance:
- Ending Secret Law Act, S 1130, by Sen. Jeff Merkley, to require the Attorney General to disclose each decision, order, or opinion of a Foreign Intelligence Surveillance Court that includes significant legal interpretation of section 501 of 702 of the Foreign Intelligence Surveillance Act of 1978. Referred to Senate Committee on the Judiciary.
- Surveillance State Repeal Act, HR 2818, Rep. Rush Holt, to repeal the USA PATRIOT Act and the FISA Amendments Act of 2008. Referred to House Subcommittee on Workforce Protections.
- FISA Court Act, HR 3195, by Rep. Steve Israel, to amend the Foreign Intelligence Surveillance Act of 1978 to provide for the designation of Foreign Intelligence Surveillance Court judges by the President, majority of the Supreme Court, Speaker and minority leader of the House of Representatives, and majority leader and minority leader of the Senate, and to provide for the public disclosure of Foreign Intelligence Surveillance Court decisions. Referred to House Judiciary Committee and House Permanent Select Committee on Intelligence.
- Privacy Advocate General Act of 2013, HR 2849, by Stephen Lynch, to amend the Foreign Intelligence Surveillance Act of 1978 to establish an Office of the Privacy Advocate General. Referred to House Subcommittee on Crime, Terrorism, Homeland Security, and Investigations.
Voting:
- America Votes Act of 2013, HR 1748, by Rep. Rick Larsen, to amend the Help America Vote Act of 2002 to permit an individual who is subject to a requirement to present identification as a condition of voting in an election for Federal office to meet such requirement by presenting a sworn written statement attesting to the individual's identification. Referred to the House Committee on House Administration.
- Same Day Registration Act, S 532, by Sen. Amy Klobuchar, to amend the Help America Vote Act of 2002 to require States to provide for same day registration. Referred to Senate Rules and Administration.
- Voter Access Protection Act of 2013, HR 281, by Rep. Keith Ellison, to prohibit election officials from requiring individuals to provide photo identification as a condition of obtaining or casting a ballot in an election for Federal office or registering to vote in elections for Federal office. Referred to House Committee on House Administration.
- Voter ID Accessibility Act of 2013, HR 3321, by Rep. Steve Cohen, to amend the National Voter Registration Act of 1993 to require each voter registration agency in a State which requires an individual to present a government-issued photo identification as a condition of voting in an election for Federal office to provide such an identification without charge upon request to any such individual who does not otherwise possess one. Referred to House Committee on House Administration.
