Assembly Bill 2651 (Epple – 1990)

As enacted, Assembly Bill 2651 was a single-section bill that added Public Resources Code section 21080.8, relating to mobilehome parks.  (See Exhibit #1g)  Assembly member Epple introduced this bill on January 22, 1990 on behalf of the California Senior Legislators.  (See Exhibits #1a and #8)

 

Assembly Bill 2651 was assigned to the Assembly Committee on Housing and Community Development and the Senate Committee on Housing and Urban Affairs where policy issues raised by the bill were considered.  (See Exhibits #3 and #6)  Five amendments were made to Assembly Bill 2651.  (See Exhibits #1b through #1f and #2)  Subsequent to legislative approval, Governor George Deukmejian signed the bill on July 16, 1990 and it was recorded by the Secretary of State on July17th as Chapter 272 of the Statutes of 1990.  (See Exhibit #1g)

 

The Office of Senate Floor Analyses provides the following synopsis of Assembly Bill 2651 as last amended on June 26, 1990 as follows:


 

This bill exempts a resident initiated subdivision, cooperative or condominium for mobilehomes conversion from filing an Environmental Impact Report under specified conditions.
