Establishes timelines for submitting and processing applications for credentials issued to educators.

 

The Supplemental Report of the 2006 Budget Act required the Assembly Education Committee and the Senate Education Committee to convene a working group to undertake major teacher credential and accreditation reform. One area that the working group discussed was the processing time for credential applications. Current regulations require the CTC to process applications within 75 working days of their receipt. In 2004-05 the CTC's average processing time was 110 days. The working group report recommended that the Legislature determine a reasonable timeline for credential processing and establish that timeline in statute. AB 469 implements this recommendation.

 

The CTC has already made substantial progress in the processing of credential applications. As of January 1, 2007, 46% of all credential applications are processed online. All applications for credential renewal are processed online and most institutions of higher education submit credential recommendations online. The processing time for online applications is 10 days.
