As passed by the legislature in 1925, Assembly Bill 742 was entitled:
An act to amend an act entitled “An act to regulate the payment of wages or compensation for labor or service in private employment, establishing regular pay days, providing penalties for the violation of its provisions, authorizing the commissioner of the bureau of labor statistics to enforce this act, defining the duties of district attorneys relative to its enforcement, providing for the collection of certain penalties by civil action at the direction of said commissioner and for the disposition of penalties so collected; repealing an act entitled ‘An act providing for the time of payment of wages,’ approved May 1, 1911, as amended April 28, 1915, and repealing an act entitled ‘An act to regulate the payment of wages or compensation of employees in private employments; providing a penalty for the violation thereof; and authorizing the commissioner of bureau of labor statistics to enforce the provisions of this act,’ approved June 8, 1915,” approved May 6, 1919, by amending section four thereof, providing for the posting of notices with reference to the time of payment of wages, the place where wages shall be paid, manner of payment, payment in case of strikes and
penalties for violations thereof, so as to provide additional penalties for failures to pay monthly or semimonthly as in section two of the said act provided and providing for the collection of the civil penalties provided by civil action by the said commissioner.

Assembly member Edgar C. Levey of San Francisco introduced Assembly Bill 742 on January 23, 1925. (See Exhibit #1a)
Assembly Bill 742 was assigned to the Assembly Committee on Labor and Capital where policy issues raised by the bill were considered. (See Exhibit #2) Assembly Bill 742 was approved by the Assembly and forwarded to the Senate on March 9, 1925. (See Exhibit #2) While in the Senate, the Senate Committee on Labor and Capital considered the policy issues raised by the bill. (See Exhibit #2) The Senate thereafter approved the bill and returned it to the Assembly. (See Exhibit #2) Assembly Bill 742 was forwarded to the Governor on April 4, 1925. Governor Friend Richardson signed the bill on April 16, 1925, and it was enacted as Chapter 76 of the Statutes of 1925. (See Exhibits #1b and #2)
The 1925 Legislative Digest prepared by Legislative Counsel on Assembly Bill 742 as introduced summarized the bill:
Amends section 4 of the Wage Payment Act of 1915. Provides that any failure to comply with the act is a misdemeanor. Provides that every person, firm, or corporation who fails to pay wages to employees shall forfeit to the state $10 for each failure to pay each employee, which shall be recovered by the Bureau of Labor Statistics, and deposited in the state treasury.
