SENATE BILL 2642 (ROBBINS – 1990)

Numerous Insurance Code sections were affected in 1990 following legislative passage of Senate Bill 2642.  (See Exhibit #1f)  Senator Alan Robbins introduced Senate Bill 2642 on March 1, 1990 on behalf of the Insurance Agents and Brokers Legislative Council.  (See Exhibits #1a; #3; and #16b, document APR-4)

Senate Bill 2642 was assigned to the Senate Committee on Insurance, Claims, and Corporations and the Assembly Committee on Finance and Insurance where policy issues raised by the bill were considered.  (See Exhibits #3 and #10)  The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Ways and Means.  (See Exhibits #5 and #12) 

Four amendments were made to Senate Bill 2642 during the legislative process.  (See Exhibits #1b through #1e and #2)  Subsequent to legislative approval, Governor George Deukmejian signed Senate Bill 2642 on September 27, 1990, and it was recorded by the Secretary of State on September 28, 1990 as Chapter 1420 of the Statutes of 1990.  (See Exhibits #1f and #2) 

As introduced and as amended twice in the Senate, the bill proposed only to affect a few Insurance Code sections.  (See Exhibits #1a through #1c)  The July 7, 1990 amendment in the Assembly greatly expanded the bill to include amendments of many other Insurance Code sections. (See Exhibit #1d)  It seems that these amendments were requested by the Department of Insurance. (See Exhibit #16c, documents AD-3 through AD-54; See also Exhibit #11, documents AP-30 through AP-65) 

Senator Robbins described Senate Bill 2642 in a Statement before the Assembly as follows: 

MY SB 2642 ESTABLISHES A PROGRAM OF INSURANCE AGENT AND BROKER LICENSE CONSOLIDATION, PRE-LICENSING
EDUCATION, CONTINUING EDUCATION, AND ETHICS TO BE ADMINISTERED BY THE DEPARTMENT OF INSURANCE.

THE BILL’S PURPOSE IS TO DEVELOP A BASIC LEVEL OF PROFESSIONALISM WITH A CONTINUED PROGRAM OF EDUCATION SO THAT AGENTS AND BROKERS WILL PROVIDE BETTER SERVICE TO THE PUBLIC.
