Establishes the College Textbook Transparency Act requiring publishers and bookstores offering textbooks for sale to public colleges and universities to disclose specified information and requiring faculty and other employees of public higher education to follow specified practices in the adoption and purchase of textbooks.
Proponents argue that by providing more information to students and adopters of college textbooks, this bill allows them to make educated selections of course materials. It would also remove some incentives for adopters to choose inferior or excessively expensive materials for reasons of self-interest.
