Senate Bill 1627 (Beverly – 1978)

As enacted, Senate Bill 1627 amended Code of Civil Procedure section 618, relating to trial by jury. (See Exhibit #1b) Senate Bill 1627 was introduced by Robert Beverly on March 1, 1978 and was a single-section bill. (See Exhibits #1a and #1b) This measure was sponsored by the Superior Court of Los Angeles. (See Exhibits #2; #4, document SP-1; and #9, document A-1)



Senate Bill 1627 was assigned to the Senate Committee on Judiciary and the Assembly Committee on Judiciary where policy issues raised by the bill were considered. (See Exhibits #3 and #6) No amendments were made to Senate Bill 1627. (See Exhibit #2) Subsequent to legislative approval, Governor Edmund G. Brown, Jr., signed Senate Bill 1627 on June 20, 1978 and it was recorded by the Secretary of State on that day as Chapter 258 of the Statutes of 1978. (See Exhibits #1b and #2)



The Enrolled Bill Memorandum to Governor on June 16, 1978 summarized Senate Bill 1627 as follows:



   This bill would eliminate the requirement of present law that when a jury in a civil case has reached a verdict, the names of the jurors are to be called by the clerk, or the court if there is no clerk.
