As enacted Assembly Bill 2122 added now former section 22520 to the Vehicle Code. (See Exhibit #1c) Assembly Bill 2122, a single-section bill, was introduced by Assembly member Johnson on March 19, 1959. (See Exhibit #1a) Assembly Bill 2122 was assigned to the Assembly Committee on Transportation Commerce and the Senate Committee on Transportation where policy issues raised by the bill were considered. (See Exhibit #2) No amendments were made to Assembly Bill 2122 during the legislative process. (See Exhibit #2) Subsequent to legislative approval, Governor Edmund G. Brown signed the bill on June 3, 1959, and it was recorded by the Secretary of State on June 15, 1959 as Chapter 976 of the Statutes of 1959. (See Exhibits #1c and #2)
The Legislative Counsel’s digest provides the following summary of the provisions of Assembly Bill 2122 as introduced on March 19, 1959 stating:
Prohibits the stopping, parking or leaving standing of a vehicle upon a freeway except as required to prevent damage, in compliance with law, when disabled, when engaged in construction work, in the performance of official
duties, or where stopping is specifically permitted.
