Assembly Bill 831 amended, repealed and added numerous sections of the Education Code, as well as several Budget Act of 2004 provisions. (See Exhibit #1g) The bill was introduced on February 18, 2004 by the Assembly Committee on Education. (See Exhibit #1a)
Assembly Bill 831 was assigned to the Assembly Committee on Education and the Senate Committee on Education where policy issues raised by the bill were considered. (See Exhibits #3 and #6) The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations and the Senate Committee on Education. (See Exhibits #3 and #6) Five amendments were made to Assembly Bill 831. (See Exhibits #1b through #1f and #2) Subsequent to legislative approval, Governor Arnold Schwarzenegger signed the bill on July 25, 2005, and it was recorded by the Secretary of State as Chapter 118 of the Statutes of 2005. Digesting the provisions of the bill as last amended June 21, 2005, the Third Reading Analysis of the Office of Senate Floor Analyses provides:
This bill makes various changes to the codes to correct cross references, errors and make existing provisions of law workable. This bill carries an urgency clause so that its provisions may take effect prior to the end of the 2004-05 fiscal year.
Senate Floor Amendments of 6/21/2005 correct references and clarify statutory instructions for the inspection of school districts that are required by the settlement agreement in the Williams v. California case.
