Senate Bill 1259 (Burgeson – 1989)

Labor Code section 204 was amended in 1989 following legislative passage of Senate Bill 1259, introduced by Senator Marian Bergeson on March 9, 1989.  (See Exhibit #1a)  Senate Bill 1259 was a single-section bill that proposed to only amend section 204.  (See Exhibits #1a and #1b)

Senate Bill 1259 was assigned to the Senate Committee on Industrial Relations and the Assembly Committee on Labor Employment where policy issues raised by the bill were considered.  (See Exhibits #3 and #6)  No amendments were made to Senate Bill 1259.  (See Exhibit #2)  Subsequent to legislative approval, Governor George Deukmejian signed Senate Bill 1259 on September 14, 1989, and it was recorded by the Secretary of State on September 15, 1989 as Chapter 469 of the Statutes of 1989.  (See Exhibits #1b and #2)

Orange County Chamber of Commerce was the sponsor of the bill, stating it proposed the bill to make it easier for employers to pay employees semi-monthly.  (See Exhibits #3; and #4, document SP-1)  

The Senate Committee on Industrial Relations analysis of Senate Bill 1259 set forth the following statement of purpose of the bill:

To provide that wages paid semimonthly satisfy the payday schedule requirements as long as the wages are paid within seven days of the close of the payroll period.
