Requires the Secretary of the Depart. of Food and Agriculture to establish a Seedless Mandarin and Honeybee Coexistence Working Group, and requires the DFA to adopt regulations by June 1, 2008, if the working group fails to reach consensus or best management practices and establish fees to address coexistence issues related to seedless mandarins and honeybees.


 


According to the University of California Cooperative Extension publication, Topics in Subtropics, the conflict between beekeepers and seedless mandarin growers lies in the fact that bees are the principal carriers of pollen, and seedless mandarin varieties, such as Clementine varieties and the W. Murcott, set seeds when cross pollinated with citrus varieties. Seedless mandarin growers contend that there is an increasing consumer and retailer demand for seedless, easily peelable mandarin varieties such as the Clementine and Murcott, and seeds compromise the grower's economic investment and return. Beekeepers contend that mandatory regulations relative to the placement of their colonies is unprecedented and conflicts with current right to farm statute and local ordinances. According to the sponsors, the purpose of this bill is to create a task force, comprised of stakeholders, in order to work toward a consensus. Should consensus not be reached, this bill requires the Secretary to promulgate regulations to address their concerns.
