ASSEMBLY BILL 3073 (COMMITTEE ON UTILITIES AND COMMERCE – 2006)

Several sections of the Family Code, Government Code, Penal Code, and Public Utilitis Code were affected with the passage of Assembly Bill 3073 of 2006. (See Exhibit #1b) The Assembly Committee on Utilities and Commerce introduced this measure on March 15, 2006 as it’s annual omnibus committee code cleanup bill. (See Exhibits #1a and #3)
Assembly Bill 3073 was assigned to the Assembly Committee on Utilities and Commerce and the Senate Committee on Energy, Utilities and Communications where policy issues raised by the bill were considered. (See Exhibits #3 and #6) The fiscal ramifications of the bill were considered by both the Assembly and Senate Committees on Appropriations. (See Exhibits #5 and #2) No amendments were made to Assembly Bill 3073 during the legislative process. (See Exhibit #2) Subsequent to legislative approval, Governor Arnold Schwarzenegger signed the bill on September 28, 2006 and it was recorded by the Secretary of State on that day as Chapter 198 of the Statutes of 2006. (See Exhibits #1b and #2)
As mentioned above, Assembly Bill 3073 was enacted as introduced. (See Exhibit #2) The Office of Senate Floor Analyses summarized this non-controversial bill as follows:
This bill replaces the definition of cellular telephone with mobile telephony services and corrects statutory references.
