ASSEMBLY BILL 2910 (MARGOLIN – 1990)

As enacted, Assembly Bill 2910 affected various sections of the Insurance Code, the Labor Code, and the Unemployment Insurance Code, relating to workers’ compensation.  (See Exhibit #1h)  Assembly Bill 2910 was introduced by Assembly member Burt Margolin on February 13, 1990.  (See Exhibit #1a) 

Assembly Bill 2910 was assigned to the Assembly Committee on Finance and Insurance Subcommittee on Health and Workers’ and the Senate Committee on Industrial Relations where policy issues raised by the bill were considered.  (See Exhibits #3 and #8)  The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Finance.  (See Exhibits #2 and #5)  Seven amendments were made to Assembly Bill 2910 during the legislative process.  (See Exhibits #1b through #1h and #2)  Subsequent to legislative approval, Governor George Deukmejian signed the bill on September 29, 1990, and it was recorded by the Secretary of State on September 30, 1990 as Chapter 1550 of the Statutes of 1990.  (See Exhibits #1i and #2)
 

The Senate Committee on Industrial Relations analysis of Assembly Bill 2910 as amended June 28, 1990, stated that the bill “would make numerous technical and clarifying amendments to the 1989 reform act to correct errors and oversights in the drafting of this measure.”  (See Exhibit #8a, page 1)  The analysis also explained in more detail the additional changes proposed by Assembly Bill 2910.  (Id.)
