As enacted Senate Bill 1055 affected various code sections regarding vehicle fees. (See Exhibit A, #1c) The bill was introduced on February 27, 2003 by the Committee on Budget and Fiscal Review as a spot trailer bill. (See Exhibit A, #1a and #3b, page 1)
Senate Bill 1055 was assigned to the Senate Committee on Budget and Fiscal Review where policy issues raised by the bill were considered. (See Exhibit A, #2) One amendment was made to Senate Bill 1055. (See Exhibit A, #1b and #2) Subsequent to legislative approval, Governor Gray Davis signed Senate Bill 1055 on October 8, 2003 and it was recorded by the Secretary of State on October 9th as Chapter 719 of the Statutes of 2003. The Senate Third Reading analysis prepared by the Budget Committee provides the following summary of Senate Bill 1055 as last amended:
SUMMARY: Increases various fees to avert a shortfall in Motor Vehicle Account (MVA) and the California Highway Patrol’s (CHP) budget, adjusts the truck weight fee schedule to a level supported by the trucking industry, and makes other budget related changes. …
