Assembly Bill 1700 (Steinberg– 2001)

Assembly Bill 1700 was introduced on March, 2001 by the Assembly Committee on Judiciary, which was replaced later as author by the chair of that committee, Assembly member Darrell Steinberg along with Assembly member Dario Frommer as co-author. (See Exhibit A, #1a and #1f)  The Assembly Committee on Judiciary and the Judicial Council co-sponsored this legislation which affected numerous sections throughout a variety of the codes relative to the courts and civil actions. (See Exhibit A, #11b, page 1)

 

Assembly Bill 1700 was assigned to the Assembly and Senate Committees on Judiciary where policy issues raised by the bill were considered.  (Exhibit A, #3 and #8)  The fiscal ramifications of the bill were considered by the Assembly and Senate Committees on Appropriations.  (Exhibit A, #5 and #10)  Five amendments were made to Assembly Bill 1700 as it was considered by the Legislature.  (See Exhibit A, #1b through #1f and #2)  Subsequent to legislative approval, Governor


Gray Davis signed Assembly Bill 1700 on October 12, 2001, and it was recorded by the Secretary of State on October 13, 2001 as Chapter 824 of the Statutes of 2001.  (See Exhibit A, #1g and #2)

 

The Third Reading analysis produced by the Office of Senate Floor Analyses provided the following description of Assembly Bill 1700 as last amended:

 

. . . This bill makes various changes to the organizational and financial arrangements between the Judicial Council, the trial courts, counties, and other state agencies pursuant to implementation of state trial court funding and trial court unification. The bill makes a technical change to statutory provisions regarding electronic filing of court documents.
