Numerous sections relating to transportation in the Government Code, Public Contract Code, Public Utilities Code, Penal Code, Revenue and Taxation Code, Streets and Highways Code, and Vehicle Code were affected in 1999 following legislative passage of Assembly Bill 1650. (See Exhibit #1i) This omnibus bill was introduced by the Assembly Committee on Transportation on March 8, 1999. (See Exhibit #1a)
Assembly Bill 1650 was assigned to the Assembly Committee on Transportation and the Senate Committee on Transportation where policy issues raised by the bill were considered. (See Exhibits #3 and #7) The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations and the Senate Committee on Appropriations. (See Exhibits #5 and #9) Seven amendments were made to Assembly Bill 1650. (See Exhibits #1b through #1h and #2) Subsequent to legislative approval, Governor Gray Davis signed the bill on October 7, 1999, and it was recorded by the Secretary of State on October 10, 1999 as Chapter 724 of the Statutes of 1999. The Third Reading analysis of Assembly Bill 1650 as last amended described Assembly Bill 1650 as follows:
This bill is a “committee bill” and is intended to deal efficiently with several minor, noncontroversial transportation issues by making technical and clarifying changes and repealing obsolete statutory provisions. . . .
