SENATE BILL 286 (WRIGHT – 1999)

As enacted, Senate Bill 286, a single-section bill, amended only section 1569.17 of the Health and Safety Code relating to residential care facilities for the elderly.  (See Exhibit #1f)  Senator Wright introduced this legislation on February 2, 1999 at the request of the California Association of Homes and Services for the Aging.  (See Exhibits #1a; #3, page 2; and #4, documents SP-1 and SP-3)

Senate Bill 286 was assigned to the Senate Committee on Health and Human Services, the Assembly Committee on Aging and Long Term Care, and the Assembly Committee on Human Services where policy issues raised by the bill were considered.  (See Exhibits #3, #7 and #8)  Four amendments were made to Senate Bill 286.  (See Exhibits #1b through #1e and #2)  Subsequent to legislative approval, Governor Davis signed Senate Bill 286 on September 7, 1999, and it was recorded by the Secretary of State on that same date as Chapter 359 of the Statutes of 1999.  (See Exhibits #1f and #2)
