Requires the California Community Colleges to develop statements for students regarding the availability of federal financial aid.
Current law provides for a variety of state and federal student aid programs. At the state level, this aid consists primarily of the Cal Grant program, in addition, California Community Colleges (CCCs) offer the Board of Governors Enrollment Fee Waiver for eligible part-time or full-time students who meet state income standards. At the federal level, student financial aid consists primarily of the Pell Grant program and specific subsidized and unsubsidized loan programs.
A March 2007 report by the National Center for Public Policy and Higher Education entitled "California's Community Colleges: Making them Stronger and More Affordable" found, in part, that California and its CCC students are missing out on substantial funding from federal financial aid sources, noting only about 15 percent of CCC students enrolled for credit receive Pell Grants, compared with 25 percent in other states.
