AB 554, c. 318:  Public employees; benefits. Expands the group of employers eligible to participate in the California EmployersRetirement Benefit Trust Fund (Prefunding Plan) administered by the Public Employees' Retirement System (PERS) to include all California public employees.  The Prefunding Plan allows agencies that contract with PERS for employee health benefits to prefund the future cost of their retiree health benefits and other post-employment benefits.
