Assembly Bill 593 (Lindsay – 1953)

As enacted Assembly Bill 593 was a single-section bill that added section 561.1 to the Fish and Game Code only.  (See Exhibit #1c)  Assembly member Lindsay introduced the bill on January 12, 1953.  (See Exhibit #1a)  At this time the bill was a “spot bill” containing a single section proposing the extension of the effective date of the Fish and Game Code.  “Spot Bills” are basically “bookmarks” for a later incorporation of a lengthier legislative proposal once its terms are finalized.  It assures that legislative time frames for the introduction and consideration of bills are timely met.  The substantive provisions of the bill were put in the bill on April 16, 1953, the only amendment made to Assembly Bill 593.  (See Exhibit #1b)

Assembly Bill 593 was assigned to both the Assembly and Senate Committees on Fish and Game where policy issues raised by the bill were considered.  (See Exhibit #2)  The fiscal ramifications of the bill were considered by the Senate Committee on Finance.  (See Exhibit #2)  Only one amendment was made to Assembly Bill 593 during the legislative process.  (See Exhibits #1b and #2)  Subsequent to legislative approval, Governor Goodwin J. Knight signed the bill on July 9, 1953 and it was recorded by the Secretary of State on July 10th as Chapter 1795 of the Statutes of 1953.  (See Exhibits #1c and #2)
 

The Summary Digest of Statutes Enacted prepared by Legislative Counsel provides the following summary of Assembly Bill 593:

… LINDSAY. Adds Sec. 561.1, F. & G., re fish for bait.
Requires person who takes, transports, or sells fresh-water fish for bait to obtain license from Department of Fish and Game under terms prescribed by Fish and Game Commission, which license is to be issued free and is to be revocable for violation of its terms.
