ASSEMBLY BILL 1513 (DOLWIG – 1955)

As enacted in 1955, Assembly Bill 1513 was a single-section bill that amended only Education Code section 352.  (See Exhibit #1b)  Assembly member Richard J. Dolwig, an Attorney from Redwood City, introduced this bill on January 17, 1955.  (See Exhibit #1a)

Assembly Bill 1513 was assigned to both the Assembly and Senate Committees on Education where policy issues raised by the bill were considered.  (See Exhibit #2)  No amendments were made to Assembly Bill 1513.  (See Exhibits #2)  Subsequent to legislative approval, Governor Goodwin J. Knight signed the bill on May 16, 1955 and it was recorded by the Secretary of State on May 17th as Chapter 580 of the Statutes of 1955.  (See Exhibit #1b)

The Summary Digest of Statutes Enacted summarizes the provisions of Assembly Bill 1513 as enacted, stating:

    Requires county superintendent of schools to visit each school in county at reasonable intervals rather than at least once each year, to observe their operation and learn their problems.

    Permits superintendent to report annually to county board of education and board of supervisors as to state of schools in county.
