SENATE BILL 1819 (DUNN – 2000)

As enacted Senate Bill 1819 amended Vehicle Code section 11713.3 only.  (See Exhibit #1g)  Senator Dunn introduced the bill on February 24, 2000 at the request of the California Motor Car Dealers Association (CMCDA). (See Exhibits #1a and #3, page 7)

Senate Bill 1819 was assigned to the Senate Committee on Judiciary and the Assembly Committee on Transportation where policy issues raised by the bill were considered.  (See Exhibits #3 and #6)  The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Appropriations.  (See Exhibits #2 and #7)  Five amendments were made to Senate Bill 1819.  (See Exhibits #1b through #1f and #2)  Subsequent to legislative approval, Governor Gray Davis signed Senate Bill 1819 on September 27, 2000, and it was recorded by the Secretary of State as Chapter 789 of the Statutes of 2000.  (See Exhibits #1g and #2)

The Senate Third Reading analysis prepared by the Assembly Committee on Transportation provides the following summary of Senate Bill 1819 as it was last amended on August 11, 2000:
