ASSEMBLY BILL 2334 (BAUGH – 1998)

CHAPTER 176, STATUTES OF 1998 AB 2334

As enacted Assembly Bill 2334 was a single-section bill that only amended Insurance Code section 11752.7.  (See Exhibit #1c)  As Assembly Bill 2334 was introduced by Assembly member Scott Baugh, it proposed to add Insurance Code section 11654.5 and was sponsored by the Assembly Judiciary Committee.  (See Exhibit #1a and #3, page 2)  However, the bill was gutted and as amended to amend Insurance Code section 11752.7 it was sponsored by the Association of California Insurance.  (See Exhibits #1b; #8, page 1; #10, document A-8; and #11, document PE-4)

 

Assembly Bill 2334 was assigned to the Assembly Committee on Insurance and the Senate Committee on Industrial Relations where policy issues raised by the bill were considered.  (See Exhibits #3 and #6)  One amendment was made to Assembly Bill 2334.  (See Exhibits #1b and #2)  Subsequent to legislative approval, Governor Gray Davis signed the bill on July 18, 1998, and it was recorded by the Secretary of State on July 20, 1998 as Chapter 176 of the Statutes of 1998.  (See Exhibits #1c and #2)

The Consent analysis by the Office of Senate Floor Analyses summarized Assembly Bill 2334, as last amended on April 16, 1998:

 

This bill permits experience rating information to be in the form of media and other forms, in addition to microfiche, that is released to a workers' compensation insurance company, agent or broker.
