Federal Bill Watch: Below are four federal bills being closely watched this month.  To see any of these bills, just click on the bold text:


HR 2847: "Making appropriations for the Departments of Commerce and Justice, and Science for fiscal year ending 9/30/2010"; introduced by Rep. Alan Mollohan and related to H.Res. 544, H.Res. 552, H.Res. 976, H. Res. 1137, H.R. 2391, and H.R. 3288. Under H.Res. 976, the House modified this bill, substituting the "Jobs for Main Street Act, 2010" as Division A and the "Statutory Pay-As-You-Go Act of 2009" as Division B.


HR 3590:  "The Patient Protection and Affordable Care Act," introduced by Rep. Charles Rangel and related to H.R. 3573 and S. 1728.  This bill may be acted upon this week.


HR 4213: "Tax Extenders Act of 2009, to amend the Internal Revenue Code of 1986 to extend certain expiring provisions, introduced by Rep. Charles Rangel, and related to H.Res. 955, H.R. 1935, H.R. 3931, H.R. 3933, and S. 1934.  On March 10, 2010, an amendment (S. Amdt. 3336) in the nature of a substitute, was agreed to, with further amendments.


HR 4691:  signed by the President into law on March 3, 2010, the 'Temporary Extension Act of 2010," provides sort-term extensions of several authorities, including those related to:  (1) unemployment compensation; (2) COBRA premiums; (3) Medicare physician payments; (4) Medicare therapy caps; (5) surface transportation programs; (6) flood insurance programs; (7) retransmission of television broadcasts; (8) federal poverty guidelines; and (9) Small Business Administration loan guarantees.  This bill was related to H.R. 3404, H.R. 3548, H.R. 3756, H.R. 4183, S. 1647, S. 1699, and S. 2831. 


California Proposition Watch:  The following is a list of Propositions that have qualified for California’s June 2010 Statewide ballot – the highlighted proposition will take you to that proposition’s Legislative Analyst’s analysis:

Proposition 13:  Limits on Property Tax Assessment. Seismic Retrofitting of Existing Buildings. Legislative Constitutional Amendment. 
Proposition 14:  Primary Election Process Reform. Greater Participation in Elections  3/15/2010 Temporary Stay Order .
Proposition 15:  California Fair Elections Act. 3/12/2010 Court Order
Proposition 16:  Imposes New Two-Thirds Voter Approval Requirement for Local Public Electricity Providers. Initiative Constitutional Amendment.
Proposition 17:  Allows Auto Insurance Companies to Base Their Prices in Part on a Driver's History of Insurance Coverage. Initiative Statute.
