As enacted in 1975, Senate Bill 433 amended section 16053 of and added sections 16053.1 and 16053.7 to the Education Code. (See Exhibit A, #1g) Senate Bill 433 was introduced by Senator Jerry Smith on February 17, 1975. (See Exhibit A, #1a)
While before the Senate, the bill was referred to the Senate Committee on Education. (See Exhibit A, #3) The Senate amended Senate Bill 433 twice during the legislative process. (See Exhibit A, #1b, #1c, and #2) In the Assembly, Senate Bill 433 was heard in the Committee on Education. (See Exhibit A, #7) The Assembly also referred the bill to the Revenue and Taxation Committee briefly but the bill was not heard in that Committee. (See Exhibit A, #2) Senate Bill 433 was amended three times in the Assembly. (See Exhibit A, #1c through #1f and #2) Senate Bill 433 passed the Legislature on August 28, 1975, was signed by Governor Edmund G. Brown, Jr., on September 15, 1975 and chaptered by the Secretary of State on that day as Chapter 743 of the Statutes of 1975. (See Exhibit A, #1g and #2)
The Assembly Education Committee analysis of the bill as amended on August 6th summarized the bill as follows:
This measure which was previously considered and passed by the committee establishes a priority schedule for the disposition of surplus property and specifies the purpose for which the proceeds may be used.
