SENATE BILL 1226 (COOMBS – 1969)

Numerous sections in the Business and Professions Code relating to contractors were affected in 1969 following legislative approval of Senate Bill 1226.  (See Exhibit #1g)  Senator William E. Coombs introduced Senate Bill 1226 on April 8, 1969 at the request of the National Electrical Contractors Association.  (See Exhibits #3 and #7, documents PE‑1, PE‑3, and PE‑4)


 


Senate Bill 1226 was heard in the Senate Committee on Business and Professions and the Senate Committee on Finance.  (See Exhibits #2 and #3)  In the Assembly, Senate Bill 1226 was heard in the Assembly Committee on Commerce and Public Utilities and the Assembly Committee on Ways and Means.  (See Exhibits #2 and #5) This bill was amended four times as it was considered by the Legislature and then enrolled to present to the Governor.  (See Exhibits #1b through #1f) Senate Bill 1226 was then approved by Governor Ronald Reagan on September 4, 1969 and was recorded by the Secretary of State on that date as Chapter 1583 of the Statutes of 1969.  (See Exhibits #1g and #2) 


 


The Legislative Analyst analysis of Assembly Bill 1226 described the bill as one that “expands and broadens existing law under which contractors engaged in the home improvement business are licensed and regulated.”  (See Exhibit #4, page 1)
