Senator Jim Costa introduced Senate Bill 610 on February 22, 2001 at the request of the California Farm Bureau Federation and the East Bay Municipal Utility District. (See Exhibits #1a and #9, page 4) The bill amended Public Resources Code section 21151.9, Water Code sections 10631, 10656, 10910, 10911, 10912, and 10915, repealed Water Code section 10913, and added and repealed Water Code section 10657 regarding water supply planning. (See Exhibit #1e) At this time, Senator Costa served as chair of the Senate Agriculture and Water Resources Committee. (See Exhibit #3, page 1)
Senate Bill 610 was assigned to the Senate Committee on Agriculture and Water Resources, the Senate Committee on Local Government, the Assembly Committee on Water, Parks, and Wildlife, and the Assembly Committee on Local Government where policy issues raised by the bill were considered. (See Exhibits #3, #5, #9 and #11) The fiscal ramifications of the bill were considered by the Senate and Assembly Committees on Appropriations. (See Exhibits #7 and #13) Three amendments were made to Senate Bill 610. (See Exhibits #1b through #1d and #2) Subsequent to legislative approval, Governor Gray Davis signed Senate Bill 610 on October 9, 2001, and it was recorded by the Secretary of State on that date as Chapter 643 of the Statutes of 2001. (See Exhibits #1e and #2)

This bill, in certain circumstances, expands the requirement for public water systems to prepare water supply assessments for large-scale projects, requires that additional information be included in assessments, and makes related changes.
