Numerous sections relating to community facilities in the Government and Streets and Highways Codes were affected in 1986 following legislative passage of Senate Bill 1115. (See Exhibit #1i) Senator Henry J. Mello introduced the measure on March 7, 1985. (See Exhibit #1a) Support for the measure was received from the State Department of Education and the California Association of Water Agencies. (See Exhibit #16, page 5)
Senate Bill 1115 was heard by the Senate Committee on Local Government and the Senate Committee on Appropriations. (See Exhibits #2 and #3) On the Assembly side, the measure was heard before the Assembly Committee on Local Government, the Assembly Committee on Public Investments, Finance and Bonded Indebtedness and the Assembly Committee on Ways and Means. (See Exhibits #9, #11 and #12) Subsequent to legislative approval, Senate Bill 1115 was signed by Governor George Deukmejian and recorded by the Secretary of State on September 24, 1986 as Chapter 1102 of the Statutes of 1986. Senate Bill 1115 was an urgency measure and became effective immediately upon enactment. (See Exhibit #1i, Section 63) Section 63 of the chapter sets forth the need for the urgency. (Id.)
