SENATE BILL 512 (COMMITTEE ON EDUCATION – 2005)

Numerous sections from the Civil, Education, Government, Penal, and Vehicle Code were affected with the passage of Senate Bill 512 of 2005.  (See Exhibit #1i)   The Senate Committee introduced this bill on February 18, 2005 in order to amend the Child Care and Development Services Act.  (See Exhibit #1a)  Senate amendments on April 25th gutted the measure and transformed Senate Bill 512 into an Education omnibus bill.  (See Exhibit #1b)

 

Senate Bill 512 was assigned to the Senate Committee on Education and the Assembly Committee on Education where policy issues raised by the bill were considered.  (See Exhibits #3 and #6)  The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Appropriations.  (See Exhibits #2 and #8)  Seven amendments were made to Senate Bill 512.  (See Exhibits #1b through #1h and #2)  Subsequent to legislative approval, Governor Arnold Schwarzenegger signed Senate Bill 512 on October 7, 2005, and it was recorded by the Secretary of State as Chapter 677 of the Statutes of 2005.  (See Exhibits #1i and #2)

 

The Office of Senate Floor Analyses in its Unfinished Business Analysis described Senate Bill 512 as the “annual Senate Education Committee ‘clean-up’ bill that makes various non-controversial revisions to statute.”  (See Exhibit #10, page 1)
