Senate Bill 566 (Lyon – 1927)

As enacted Senate Bill 566 was a single-section bill that only amended Political Code section 1543. (See Exhibit #1d) This measure regarding the duties of the county superintendent of schools was introduced on January 20, 1927 by Senator Lyon. (See Exhibit #1a)
Senate Bill 566 was assigned to the Senate Committee on Education and the Assembly Committee on Education where policy issues raised by the bill were considered. (See Exhibit #2) Two amendments were made to Senate Bill 566. (See Exhibits #1b, #1c, and #2) Subsequent to legislative approval, Governor Clement C. Young signed Senate Bill 566 on May 23, 1927, and it was recorded by the Secretary of State on July 29, 1927 as Chapter 712 of the Statutes of 1927. (See Exhibits #1d and #2)
Senate Bill 566 proposed to amend Political Code section 1543 from its introduction on January 20, 1927. (See Exhibit #1a) At this time, it appeared to make very few, and mostly technical changes. (Id.)
In the April 11, 1927 version of Senate Bill 566 the seventh and eighth parts of section 1543 were removed and inserted in its place was the following language:
Seventh – When he finds that the service makes it necessary and desirable, to issue temporary certificates (1) to the holders of credentials issued by the state board of education, (2) to the holders of credentials or recommendations approved by the state board of education, (3) to the holders of valid school certificates issued in accordance with law by any county, or city and county, board of education in this state. Said certificates will authorize the same kind of service in the same grades, classes, or types of schools as that authorized in the credential, recommendation, or certificate upon which any such certificate is issued.
A temporary certificate issued between July first and December first shall expire on the January first following, and a temporary certificated issued between December first and June twenty-ninth shall expire on the July first following; provided, that no person shall be entitled to receive a temporary certificate of the same type and grade more than once in the same county.
Eighth – To issue to persons in training for the teaching service “preliminary certificates” of a temporary character. A preliminary certificate shall be issued to the holder of a recommendation from a California institution authorized by the state board of education to train teachers and shall authorize the holder thereof to do cadet-teaching without salary; provided, that such cadet-teaching shall be of the same kind in the same grades, classes, or types of school s as specified in the recommendation.
No such preliminary certificate shall be granted for a period exceeding two years, nor shall the superintendent of school collect a fee therefore.
