Assembly Bill 1665 (Bagley – 1970)

Multiple Insurance Codes were affected in 1970 following legislative passage of Assembly Bill 1665.  (See Exhibit #1c)  Assembly Bill 1665, relating to automobile liability insurance, was introduced on March 30, 1970 by Assembly member William T. Bagley.  (See Exhibit #1a)

Assembly Bill 1665 was heard in the Assembly Committee on Finance and Insurance and in the Senate Committee on Insurance and Financial Institutions.  (See Exhibits #3 and #4)  There was only one amendment to Assembly Bill 1665 during legislative consideration.  (See Exhibits #1b and #2)  Subsequent to legislative approval, Assembly Bill 1665 was then signed by Governor Ronald Reagan on July 3, 1970 and recorded by the Secretary of State on that date as Chapter 300 of the Statutes of 1970.  (See Exhibits #1c and #2)

The analysis of the Senate Committee on Insurance and Financial Institutions provides the following digest of Assembly Bill 1665, as it was last amended on May 15, 1970:

This bill sets forth the public policy of the state with respect to insurance policies covering liability of an insured arising out of the ownership, maintenance or use of a motor vehicle, by classifying three types of policies to which different rules are applicable.
