Intent of Bank Regulations

Bank regulators are answering the call for changes in the financial system compelled by the Dodd-Frank Wall Street Reform and Consumer Protection Act. As noted last week in an NPR report, these regulators are finding that the meaning of certain terms, such as “fair value” (one regulator asked if it meant “market value?”) and “appropriate” are called into question. The meanings of terms need to be properly understood to establish effective regulations and getting them right may require research into legislative intent.
