Assembly Bill 2928 (Torlakson 2000)

As enacted, Assembly Bill 2928 affected numerous sections of the Government Code, the Revenue and Taxation Code, and the Streets and Highways Code, relating to transportation finance.  (See Exhibit A, #1c)  The Assembly Committee on Transportation, which was chaired by Assembly member Torlakson, introduced this measure on March 20, 2000.  (See Exhibit A, #1a) 

 

Assembly Bill 2928 was assigned to the Assembly Committee on Transportation and the Senate Committee on Transportation where policy issues raised by the bill were considered.  (See Exhibit A, #3 and #2)  The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations.  (See Exhibit A, #5)  One amendment was made to Assembly Bill 2928.  (See Exhibit A, #1b and #2)  Subsequent to legislative approval, Governor Gray Davis signed the bill on July 6, 2000 and it was recorded by the Secretary of State on July 7th as Chapter 91 of the Statutes of 2000.  (See Exhibit A, #1c)

 

As indicated in the summary contained in the Chapter 91, Assembly Bill 2928 was signed by the Governor; however he vetoed a portion of the bill relating to Government Code sections 14556 et seq carried in Section 6 of the bill.  (See Exhibit A, #1c, page 6)  The chapter gives a detailed summary of the appropriations made in section 6, which he either reduced or eliminated. (Id.)

 

The Assembly’s Concurrence in Senate Amendments analysis of Assembly Bill 2928 as last amended summarizes the provisions of the bill, stating:

 

Implements the Governor’s Transportation Congestion Relief Plan; dedicates gasoline sales tax revenues to transportation for five years; and, provides additional funding for local streets and roads, the State Transportation Improvement Program (STIP), and the Public Transportation Account (PTA).
