ASSEMBLY BILL 202 (KNOX – 1999)

As enacted Assembly Bill 202 amended sections 12071, 12072, 12076, and 12077 of the Penal Code relating to firearms.  (See Exhibit A, #1e)  Assembly member Knox introduced the bill on January 21, 1999.  (See Exhibit A, #1a)


 


Assembly Bill 202 was assigned to the Assembly Committee on Public Safety and the Senate Committee on Public Safety where policy issues raised by the bill were considered.  (See Exhibit A, #3 and #9)  The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations and the Senate Committee on Appropriations.  (See Exhibit A, #5 and #11)  Three amendments were made to Assembly Bill 202 during the legislative process.  (See Exhibit A, #1b through #1d and #2)  Subsequent to legislative approval, Governor Gray Davis signed the bill on July 19, 1999 and it was recorded by the Secretary of State on that day as Chapter 128 of the Statutes of 1999.  (See Exhibit A, #1f)

DIGEST:   This bill generally limits purchases of handguns from licensed firearms dealers in California to no more than one per person per month, as specified.(See Exhibit A, #12, page 1)
