Changes the method of determining K-12  new construction eligibility.  The bill authorizes a school district to submit an alternative five-year or 10-year enrollment projection based upon specified factors for purposes of determining eligibility for new construction funding.

 

Eligibility for state school facilities funding is the difference between projected enrollment of pupils and existing school capacity. The Cohort Survival Enrollment Projection (CSEP) is the methodology used to determine a district's projected enrollment. Generally, projection of enrollment in future years is determined by the average annual weighted change in enrollment from the current and previous three years for the current and previous lower grades. For kindergarten enrollment projection, the annual weighted change in actual enrollment for kindergarteners for the current and previous three years are used in the calculation. Some districts have argued that the CSEP does not always produce the most accurate projections. Because projected enrollment is one of the bases for determining state school construction funding, inaccurate enrollment projections result in inadequate state funding to meet new construction needs.
